Montenegro: euro without the eurozone, SEPA since 2025

Montenegro uses the euro although it belongs to neither the EU nor the euro area: Euronews notes that it and Kosovo adopted the euro unilaterally as their de facto currency. For years that left a gap, because euro payments from the EU reached Montenegrin banks as international payments while the country sat outside the Single Euro Payments Area.

• On 21 November 2024 the European Payments Council admitted Montenegro and Albania to the geographical scope of the SEPA schemes, the first EU enlargement countries to join, the European Commission said; each bank then had to apply to adhere to the schemes on its own.
• The EPC's list of SEPA countries (version 8.0, December 2025) gives Montenegro and Albania an earliest operational readiness date of 5 October 2025, and that October the Commission reported 40 banks across Albania, Moldova, Montenegro and North Macedonia accepted into the schemes.
• EU payments law, the SEPA Regulation included, applies fully only to payments between EU and EEA institutions, the EPC list notes. The EPC's credit transfer rulebook requires the payer's address whenever one of the two banks is in a non-EEA SEPA country such as Montenegro; the recipient bank's BIC is needed only if the sending bank cannot work it out from the IBAN.
