Andorra IBAN questions
How can I check that an Andorran bank is authorised?
Search the AFA's register. The authority says every entity it has authorised, or that is subject to registration, is recorded there, and it asks to be told about firms operating without its authorisation. For SEPA purposes, the EPC treats an undertaking incorporated in the Andorran financial system under Law 7/2013 of 9 May 2013 as eligible.
What address details does a SEPA payment involving Andorra need?
Andorran Banking warns that from 15 November 2026 unstructured addresses will no longer be permitted in SEPA payment files. Addresses must then be structured or hybrid, with country and town or city as mandatory fields, under version 1.1 of the 2025 SEPA rulebooks, which the EPC published in October 2025. Payers using free-text address lines should switch.
Does Andorra have to follow EU banking law?
Progressively, by treaty. Under Article 8 of the monetary agreement, Andorra undertook to implement EU acts listed in an annex on euro cash, banking and financial law, money laundering, payment fraud and counterfeiting, and statistical reporting. A Joint Committee, whose EU side includes the Commission, Spain, France and the ECB, assesses the measures Andorra takes.
Andorra: the euro by EU agreement, AFA oversight and SEPA since 2019
Before its Monetary Agreement with the EU, Andorra had no official currency: Spanish and French notes and coins were used in practice, giving way to euro cash from 1 January 2002, and the principality issued some collector coins in diners. The agreement signed in Brussels on 30 June 2011 made the euro its official currency and obliges Andorra to accept euro notes and coins issued by the Eurosystem and euro-area member states as legal tender.
- Andorra's financial supervisor, the Andorran Financial Authority (AFA), says it ensures the proper functioning of the financial system without being a central bank, and keeps a register of authorised entities. Article 9 of the agreement lets Andorran institutions use euro-area payment and settlement systems on terms Spanish or French authorities set with the ECB's agreement.
- Andorra entered SEPA's geographical scope on 1 March 2019, according to the EPC. Four days later Andorran Banking announced that the country's five banking entities of the time, Andbank, MoraBanc, Crèdit Andorrà, BancSabadell d'Andorra and Vall Banc, had adhered and could send and receive SEPA Credit Transfers with all existing scheme participants.
- SEPA direct debits came later than first announced. In 2019 Andorran Banking said its members would adhere on 1 January 2020 under the Andorran legal framework; it now says they did so in the second quarter of 2021. Since then EU companies and individuals have been able to collect direct debits from accounts at Andorran banks.
